European markets have opened mostly higher today, as gains in the Asian markets following the release of Bank of Japan’s Tankan survey, more than offset US lawmakers’ failure to reach a deal to avoid a partial government shutdown.

Closer home, investors await UK manufacturing PMI data, which is expected to reveal that an index, measuring the nation’s manufacturing activities, expanded slightly to 57.3 in September as compared to a 57.2 in the previous month.
