A government source said President Dilma Rousseff of Brazil is raising foreign ownership in local airlines from 20% to 49%.
The decision could allow foreign groups to boost investment in Brazilian airlines struggling with a deepening recession and a severe depreciation of the real currency.
The decree will need to be approved by Congress.
